Visionary Executive Officer adept at repositioning assets to maximize profits. Focused leader, 

recognized for delivering superior results. Over 20 years of experience in utility electrical systems and corporate operations. As COO Electric Systems for VIWAPA, Clinton developed and reviewed financial reports, negotiated high level contracts, evaluated operating procedures and developed ways to improve efficiency.

 

He is a leader in finding innovative ways to enhance and improve reliability and efficiency for public utilities and was recognized as a “Rising Star in Public Power” by the American Public Power Association.  He was also featured in Public Power magazine. He holds a Bachelor of Science Degree in Electrical Engineering from North Carolina A&T State University and a Professional Certificate in Power Systems from Georgia Institute of Technology.

Accomplishments

  • Spearheaded the design and construction of a state-of the art 34.5kVA substation on St. Thomas.

  • Upgraded St. Croix’s only substation now serving as the starting point of a new 69kV transmission line – the first actual transmission system on the island. 

  • Developed a GIS/GPS system for identifying faults on the transmission system resulting in quicker customer response and improved strategic maintenance. 

  • Designed and installed underground lines from the St. Thomas and St. Croix power plants to the hospitals, airports, and towns. 

  • Led in the development of plans to construct an undersea electrical grid between the United States and British Virgin Islands, and Puerto Rico. 

  • Managed and led the procurement of an 18-megawatt solar energy project  

  • Responsible for all departments related to Electric Transmission and Distribution

  • Implemented  a full Automated system for Transmission and Distribution to include SCADA, OMS, GIS, AMI and MDM.

  • Directed all engineering phases of distribution design, construction and inspection and translated engineering knowledge into feasible and economical designs

  • Responsible for oversight of Interconnection Standards and for installation, operation, maintenance and upgrades to all Distributed Energy Resource (DER) interconnections

  • Installed energy efficient LED street lighting throughout the territory and a state-of- the-art streetlight management program while doing a Summer internship for the New York Times. 

  • Designed electrical testing methods and tested finished products and system capabilities
